Letter from Our Leadership
2024 was a pivotal year for transportation electrification. Record-breaking electric vehicle (EV) sales, a 20% expansion of the public charging network, and major advancements in freight and port electrification underscored the growing momentum. However, these achievements unfolded amid heightened political rhetoric, with EVs becoming a divisive issue in the election. There is a clear need to demonstrate the critical economic and national security benefits of transportation electrification.
Throughout the year, the EC worked to shape the narrative, convening stakeholders, advocating for key policies, and translating policy into action—putting rubber on the road and chargers in the ground.
These historic public and private investments are creating real jobs, expanding manufacturing, and delivering infrastructure in communities across the country, particularly in red and purple states.
Looking ahead to 2025, our task is twofold: defending the critical federal-level successes achieved in recent years while ensuring the continued implementation of funding for shovel-ready projects. Equally important is broadening the conversation beyond climate to emphasize the global competitiveness of U.S. transportation electrification. These investments drive economic growth, support public health, strengthen national security, and position the U.S. as a leader in the global automotive market.
This report highlights our key achievements over the past year, from action at all levels of government to port electrification, EV industry support, and technical assistance programs like the Bloomberg American Sustainable Cities Program. We look forward to working with all of you in 2025—not just to sustain our progress but to defend and build upon the work that has positioned the U.S. for long-term success.

The Electrification Coalition is a nonpartisan, nonprofit organization that develops and implements a broad set of strategies to facilitate the widespread adoption of electric vehicles to overcome the economic, public health, and national security challenges that stem from America’s dependence on oil.

EC Protects Consumers from High EV Fees in Pennsylvania
In May, Pennsylvania introduced a bill calling for a $450 yearly EV registration fee; upon introduction, EC staff held meetings with members of the House Appropriations Committee to educate them on transportation and road use funding, and at which levels fees became punitive for EV drivers.
As a result, the bill’s EV fee was reduced to$125 beginning in 2025, with moderate increases in future years.

Combating Misinformation
From September through November 2024, the EC conducted a physical and digital ad campaign that utilized EV jobs and investment data and aimed to encourage Congress to support EV-friendly policies, highlight the positive impact of EVs on the U.S. economy, and counteract widespread misinformation about EVs. The campaign generated over three million impressions and thousands of clicks online, and included billboards in the critical states of Georgia, Michigan, Nevada, and Pennsylvania.

How Florida and Georgia Can Lead on Medium- and Heavy-Duty Vehicle and Port Electrification
On October 10, 2024, the EC hosted a workshop focused on the future of port and medium- and heavy-duty (MHD) vehicle electrification in Georgia and Florida. Attendees explored the latest advancements in MHD and port electrification and discussed actionable steps for planning, financing, and implementing these technologies.

Bringing the EV Message to GOP Members of Congress
Heading into 2025 under a new administration and Congress, with several key policies at risk, the EC met with legislators to emphasize that EV tax credits and incentives have been crucial in enabling a domestic EV manufacturing boom, and we jeopardize our ability to catch up to China if we undercut the policy landscape that has supported these investments.

Organizing Strong Support for Heavy-Duty Emissions Standards
In late 2023 and early 2024, the EC led efforts to urge the EPA to finalize the strongest possible emissions standards for heavy-duty vehicles.
This campaign involved letters signed by over 80 businesses and 75 mayors, along with digital advertisements that garnered more than two million views. On March 29, 2024, the EPA finalized the rule, which is expected to result in 25–50 percent of new heavy-duty vehicle sales being electric by 2032.

Electric Freight Consortium
Established in 2022, the Electric Freight Consortium (EFC) is a peer-to-peer forum for collaboration on electrification strategies, policy prioritization and advocacy, and relationship building among leaders in the freight industry. EFC members include shippers, carriers, vehicle and charging equipment manufacturers, charging infrastructure providers, and other key industry stakeholders.

Launched in February 2024, the Electric Freight Dashboard actively monitors data regarding the state of freight vehicle electrification in the U.S. It provides information on utility investments and public funding available for freight electrification, as well as statistics on the number of MHD EVs and charging stations that have been deployed.

Aggregated Procurement for Ports
Launched in October 2024, evPORT is a comprehensive online portal designed to streamline the procurement of electrified equipment for ports nationwide. This turnkey, one-stop platform offers access to competitively bid EVs, port equipment, charging infrastructure, and related services; innovative financing solutions, and a wealth of resources and best practices for port electrification.
Port Electrification Network
Launched in March 2024, the Port Electrification Network (PEN) supports the scaling of port electrification by providing a platform for knowledge sharing and collaboration among ports and key industry partners. In 2024, PEN members coordinated activities around the historic $3 billion Clean Ports Program policy opportunities, and technical assistance.

Michigan Electric School Bus Teach-In
On November 21, 2024, the Electrification Coalition, Highland Electric Fleets, Clean Fuels Michigan, Dean Transportation, Lansing School District, the World Resources Institute (WRI), and Hoesktra Transportation hosted an electric school bus teach-in. This hands-on event brought together school districts, transportation professionals, and fleet operators to explore the exciting future of electric school buses in Michigan.

The EC Helps Florida Roll Out Electric School Buses
Thanks to grant and rebate programs funded by the Infrastructure Investment and Jobs Act, Florida is among the nation's leading states in electric school bus deployment. The EC has engaged with lawmakers, supported transportation directors, and provided letters of support to school districts seeking funding for electric buses. Currently, the state has 166 electric school buses in operation, with an additional 229 awarded and 72 on order.

Electrification Coalition Business Council
The Electrification Coalition Business Council (ECBC) unites industry leaders from across the EV value chain. The EC hosts monthly ECBC partner meetings to ensure a continuous exchange of intelligence, insights, and opportunities between the EC and its partners. This strategic alliance among ECBC partners can significantly enhance support for policies and actions necessary to accelerate transportation electrification on a large scale.
Veterans for EVs
The EC's Veterans for EVs initiative serves as a rallying point for advocacy and action by U.S. military veterans in support of transportation electrification. The initiative allows veterans to network and share insights on oil dependence, national security, economic prosperity, and resilience.

Veterans for EVs Urge Washington Leaders to Support the EV Transition
In November 2024, in honor of Veterans Month, the EC’s Veterans for EVs initiative launched a sign-on letter to urge leaders in Washington to support the EV transition to bolster our economic and national security. The letter, signed by 100 veterans and counting, calls for the continuation of key EV policies such as the federal EV tax credit, Foreign Entity of Concern provisions, and Build America Buy America guidance, to enhance the competitiveness of the U.S. automotive sector on the global stage. The launch of the sign-on letter campaign coincided with the annual Veterans for EVs webinar, this year focusing on the connection between EVs and the utility grid. The all-veteran panel was moderated by Marcy Bauer, the senior vice president of deployment at EVgo and a long-time leader in the Veterans for EVs initiative. She emphasized that "EVs are the most patriotic thing you can drive."

The newly-launched DRVE Tool 2.0 connects users directly with procurement resources for deploying EVs and charging.

With the help of the EV Purchasing Collaborative, the City of Ann Arbor, MI, added 20 EVs to their fleet, and adopted the historic A2Zero Carbon Neutrality plan.

The EC Helps Ohio Cities and Communities Plan for EVs through Charging Smart Program
Through the Charging Smart program, the EC supported 12 Ohio communities in creating electrification roadmaps, focusing on smaller, rural, and underserved areas. Several of these communities have used their roadmaps to inform decisions regarding budget requests, fleet purchases, charging station locations, and federal funding applications.

How We Do That

Elective Pay Under the IRA

Under the Inflation Reduction Act (IRA), tax-exempt entities can now receive clean energy-related tax credits through elective pay, also called direct pay. The EC developed a comprehensive elective pay decision tree and annotated tax forms to help these entities navigate the tax credit eligibility and filing process.
CFI Resources Hub

The EC developed a comprehensive set of resources to help eligible applicants for the CFI program maximize their chances of securing funding. These resources included community and corridor project eligibility flow charts, application guidance tables, a comparison of program round requirements, and trends and takeaways from each funding round.
EV Funding Finder

With the abundance of federal funding opportunities available for EVs and charging, navigating the options to find the right fit can feel overwhelming. To simplify this process, the EC created the EV Funding Finder to help eligible entities identify the most suitable funding opportunities and access additional resources and technical assistance.

In these webinars, the EC and partners discussed the CFI awards. We took an in-depth look at what applicants did well, didn’t do so well, and shared first-hand knowledge of what it takes to write a successful grant to prepare for implementation and future CFI rounds.

Supporting Workplace Charging through EVAL
Electric Vehicle Adoption Leadership (EVAL) is a national certification program that recognizes and supports organizations promoting clean transportation through workplace EV charging. The EC spearheaded outreach to employers in the Midwest and Southeast, acknowledging their efforts and enhancing their impact through the EVAL program.
Since 2022, the EC’s Charging Infrastructure Webinar Series has been a vital platform for sharing the latest advancements in EV charging. The series features guest speakers who explore topics such as cutting-edge technologies, market trends, innovative partnerships and financing models, and lessons from successful deployments. These sessions allow attendees to stay informed on industry developments and draw inspiration to drive their own charging infrastructure initiatives forward.

The EC Supports 100+ Grant Recipients in Driving Electrification Forward
The Energy Efficiency and Conservation Block Grant (EECBG) Program is a $550 million grant program funded through the Infrastructure Investment and Jobs Act. The U.S. Department of Energy created blueprints with step-by-step project ideas for EECBG recipients to implement to maximize time and resources.
The EC led two electric transportation cohorts and to date has guided over 1,000 jurisdictions through in-depth peer learning and discussion.
