Letter from Our Leadership

2025 was a complicated year for transportation electrification. There were real wins and promising signs across the market, but also significant headwinds. The rollback of key federal incentives and regulatory frameworks created new uncertainty and put the United States on a more challenging path than we had expected. At the same time, global momentum continues to move in one direction: toward an electric transportation future. 

 

Amid the setbacks, we saw encouraging signals. Companies continued to invest in manufacturing with new models to be produced in 2026 and beyond, communities expanded charging infrastructure, and many states and cities stepped up to fill the federal policy gap.

Moving forward, real progress will depend on durable state and local leadership and on policy approaches that can withstand shifting political winds. It also requires reframing the electric vehicle (EV) narrative, putting more emphasis on affordability, how EVs are a better technology, and the added convenience they offer.

 

We also need to leverage fleets’ buying power, create new incentive programs at the state and local levels, and make EV policy a nonpartisan issue, which will involve spending more time engaging center and center-right organizations, messengers, and leaders.


This is where the EC is uniquely suited to lead. For more than 15 years, our mission has been rooted in economic and national security, and we’ve built a strong, wide-reaching network of partners from fleets and ports to utilities, state agencies, and corporate actors.

That breadth allows us to bring practical solutions to the table and connect policy directly to implementation.


Yes, this moment is challenging. But it’s also a moment where steady, strategic work can make an outsized difference. We believe there are real opportunities in 2026 and beyond to keep pushing forward to shore up progress, build new bipartisan coalitions, and help communities and industries make the most of this transition.

 

This report outlines some of the key successes we’ve had this year, including the launch of the Advanced Freight Partners Group, policy wins at the state level, tremendous efforts to electrify cities, and successful media campaigns. Thank you for your partnership in these efforts to transform the future of transportation.

Electrifying transportation for our economic and national security

The Electrification Coalition is a nonpartisan, nonprofit organization that works to accelerate the widespread adoption of light-, medium-, and heavy-duty EVs to overcome the economic, public health, and national security challenges that have long stemmed from America’s dependence on oil. 

At a time when global competition has intensified and national and economic security have become critical issues for both sides of the aisle, our mission matters more than ever. The EC’s work is shaping not only our economic future but the security and resilience of generations to come.

STORY OF IMPACT

EC Protects Consumers from High  EV Fees in Pennsylvania

In May, Pennsylvania introduced a bill calling for a $450 yearly EV registration fee; upon introduction, EC staff held meetings with members of the House Appropriations Committee to educate them on transportation and road use funding, and at which levels fees became punitive for EV drivers.

As a result, the bill’s EV fee was reduced to$125 beginning in 2025, with moderate increases in future years.

Combating Misinformation

From September through November 2024, the EC conducted a physical and digital ad campaign that utilized EV jobs and investment data and aimed to encourage Congress to support EV-friendly policies, highlight the positive impact of EVs on the U.S. economy, and counteract widespread misinformation about EVs. The campaign generated over three million impressions and thousands of clicks online, and included billboards in the critical states of Georgia, Michigan, Nevada, and Pennsylvania.

Sent quarterly EV market updates and analysis to 2,244 state legislators, public service commissioners, and agency staff across 11 states.

STORY OF IMPACT

Congressional Briefing

On April 11, representatives from 30 U.S. House and Senate offices attended a briefing co-hosted by the EC and the Alliance for Automotive Innovation. The event, Standing Up to China: How Will Congress Respond to the Existential Threat to the U.S. Auto Industry?, highlighted the importance of preserving federal EV tax credits to protect U.S. economic and national security and remain competitive within the global automotive manufacturing industry.

We organized a strong lineup of industry leaders to speak at the event, including Honda Motor Company, Samsung SDI America, Mich Auto/Detroit Regional Chamber, and Dunne Insights. Their participation underscored broad private-sector support for federal EV incentives and reinforced the critical role these policies play in maintaining U.S. competitiveness in the global automotive market.

The EC has built strong relationships with stakeholders across the transportation electrification spectrum—from policymakers to business leaders and veterans—to generate real power.

 

While the EC has long advocated for the economic and national security benefits of transportation electrification, the current dynamics in Washington make these arguments more important than ever. In 2025, the EC led a concerted effort to shift the national narrative away from climate framing and toward the strategic imperative of maintaining U.S. leadership in automotive manufacturing and securing supply chains. Through industry partnerships, high-credibility spokespeople, and targeted outreach, the EC helped reposition EVs as a cornerstone of U.S. economic strength and national resilience.

Media Campaign

Throughout the summer, the EC spotlighted the transformative impact of the EV industry on U.S. economic and national security through press events in Nevada, Georgia, North Carolina, and Indiana. These events generated press coverage from 12 TV stations and newspapers, reaching a broad audience.

In coordination with press outreach, the EC also conducted paid media campaigns promoting the economic benefits of the EV industry, featuring members of the EC’s Veterans for EVs program.

The EC Business Council continues to build a strong, solutions-oriented community of companies committed to advancing transportation electrification. Through policy engagement, webinars and events, aggregated purchasing opportunities, and peer learning, the ECBC helps elevate industry leadership and strengthen the broader EV ecosystem, especially in a year when market headwinds have made coordinated action even more important. 

In 2025, the Council expanded its membership and deepened participation from automakers, suppliers, charging providers, and fleet operators, reflecting the growing need for a unified industry voice. New members, including companies such as Wex, Scout Motors, and SQM joined nearly two dozen existing participants working together to advance EV deployment and support effective policy implementation across the country.

State Fleet Electrification Cohort

New York and Missouri joined the EC’s State Fleet Electrification Cohort, bringing the total number of participants to 99 state agency officials from 20 states. The group meets regularly to discuss fleet electrification challenges,

EV charging infrastructure procurement, and updates to federal policy. Six of these states have now used the EC’s DRVE Tool to analyze the total cost of ownership for their fleet vehicles and identify opportunities to save funds by switching to EVs.

We continued to closely monitor developments related to the National Electric Vehicle Infrastructure (NEVI) program, including charging station construction and operations, state project phases, RFP timelines, and award dates. In 2025, following federal actions such as the Federal Highway Administration’s NEVI funding freeze, the EC tracked state NEVI program status through extensive research and DOT one-on-one calls. We also presented our findings to businesses, state agencies, and coalitions, which has been incredibly valuable in their efforts to expand EV charging infrastructure.

The EC collaborated closely with the City of Atlanta on several EV policy and implementation projects, including the creation of Atlanta’s Zero-Emission Vehicle Plan, EV Readiness Workbook, and 2025 EV Readiness Ordinance, which won Electric Innovation’s NYC Climate Week Policy Innovation Award and cash prize.

Electric Freight Dashboard 1

Electric Freight Consortium

Established in 2022, the Electric Freight Consortium (EFC) is a peer-to-peer forum for collaboration on electrification strategies, policy prioritization and advocacy, and relationship building among leaders in the freight industry. EFC members include shippers, carriers, vehicle and charging equipment manufacturers, charging infrastructure providers, and other key industry stakeholders.

Electric Freight Dashboard

Launched in February 2024, the Electric Freight Dashboard actively monitors data regarding the state of freight vehicle electrification in the U.S. It provides information on utility investments and public funding available for freight electrification, as well as statistics on the number of MHD EVs and charging stations that have been deployed.

Aggregated Procurement for Ports

Launched in October 2024, evPORT is a comprehensive online portal designed to streamline the procurement of electrified equipment for ports nationwide. This turnkey, one-stop platform offers access to competitively bid EVs, port equipment, charging infrastructure, and related services; innovative financing solutions, and a wealth of resources and best practices for port electrification.

Port Electrification Network

Launched in March 2024, the Port Electrification Network (PEN) supports the scaling of port electrification by providing a platform for knowledge sharing and collaboration among ports and key industry partners. In 2024, PEN members coordinated activities around the historic $3 billion Clean Ports Program policy opportunities, and technical assistance.

Michigan Electric School Bus Teach-In

On November 21, 2024, the Electrification Coalition, Highland Electric Fleets, Clean Fuels Michigan, Dean Transportation, Lansing School District, the World Resources Institute (WRI), and Hoesktra Transportation hosted an electric school bus teach-in. This hands-on event brought together school districts, transportation professionals, and fleet operators to explore the exciting future of electric school buses in Michigan.

The EC Helps Florida Roll Out Electric School Buses

Thanks to grant and rebate programs funded by the Infrastructure Investment and Jobs Act, Florida is among the nation's leading states in electric school bus deployment. The EC has engaged with lawmakers, supported transportation directors, and provided letters of support to school districts seeking funding for electric buses. Currently, the state has 166 electric school buses in operation, with an additional 229 awarded and 72 on order.

Electrification Coalition Business Council 

The Electrification Coalition Business Council (ECBC) unites industry leaders from across the EV value chain. The EC hosts monthly ECBC partner meetings to ensure a continuous exchange of intelligence, insights, and opportunities between the EC and its partners. This strategic alliance among ECBC partners can significantly enhance support for policies and actions necessary to accelerate transportation electrification on a large scale.

Veterans for EVs

The EC's Veterans for EVs initiative serves as a rallying point for advocacy and action by U.S. military veterans in support of transportation electrification. The initiative allows veterans to network and share insights on oil dependence, national security, economic prosperity, and resilience.

The EC Helps Ohio Cities and Communities Plan for EVs through Charging Smart Program

Through the Charging Smart program, the EC supported 12 Ohio communities in creating electrification roadmaps, focusing on smaller, rural, and underserved areas. Several of these communities have used their roadmaps to inform decisions regarding budget requests, fleet purchases, charging station locations, and federal funding applications.

Elective Pay Under the IRA

Under the Inflation Reduction Act (IRA), tax-exempt entities can now receive clean energy-related tax credits through elective pay, also called direct pay. The EC developed a comprehensive elective pay decision tree and annotated tax forms to help these entities navigate the tax credit eligibility and filing process.

The EC Mobilized 235 Partners in Support of CFI

Following the 2024 election, the EC rapidly mobilized 235 municipal, corporate, and nonprofit partners to sign on to a unified letter to the U.S. Department of Transportation. The letter urged timely announcement of $800 million in second-round awards for the Charging and Fueling Infrastructure (CFI) program before the presidential inauguration.
Its positive reception by agency staff highlighted the EC’s powerful network and the strategic impact of its partnerships across the public and private sectors.

The EC developed a comprehensive set of resources to help eligible applicants for the CFI program maximize their chances of securing funding. These resources included community and corridor project eligibility flow charts, application guidance tables, a comparison of program round requirements, and trends and takeaways from each funding round.

EC Mobilized 235
Partners in Support of CFI

Following the 2024 election, the EC rapidly mobilized 235 municipal, corporate, and nonprofit partners to sign on to a unified letter to the U.S. Department of Transportation. The letter urged timely announcement of $800 million in second-round awards for the Charging and Fueling Infrastructure (CFI) program before the presidential inauguration.

Its positive reception by agency staff highlighted the EC’s powerful network and the strategic impact of its partnerships across the public and private sectors.

Charging Infrastructure Webinar Series

Supporting Workplace Charging through EVAL

Electric Vehicle Adoption Leadership (EVAL) is a national certification program that recognizes and supports organizations promoting clean transportation through workplace EV charging. The EC spearheaded outreach to employers in the Midwest and Southeast, acknowledging their efforts and enhancing their impact through the EVAL program.
Since 2022, the EC’s Charging Infrastructure Webinar Series has been a vital platform for sharing the latest advancements in EV charging. The series features guest speakers who explore topics such as cutting-edge technologies, market trends, innovative partnerships and financing models, and lessons from successful deployments. These sessions allow attendees to stay informed on industry developments and draw inspiration to drive their own charging infrastructure initiatives forward.

State Fleet Electrification Cohort

The State Fleet Electrification Cohort convenes states to share knowledge, support policy creation and adoption, provide technical assistance, and showcase success.  Members include state fleet operators and managers and representatives from various state agency departments, such as the offices of transportation, energy, administrative services, general services, conservation and natural resources, and budget services.

The EC Supports 100+ Grant Recipients in Driving Electrification Forward

The Energy Efficiency and Conservation Block Grant (EECBG) Program is a $550 million grant program funded through the Infrastructure Investment and Jobs Act. The U.S. Department of Energy created blueprints with step-by-step project ideas for EECBG recipients to implement to maximize time and resources.

The EC led two electric transportation cohorts and to date has guided  over 1,000 jurisdictions through in-depth peer learning and discussion.
