Letter from Our Leadership
Whether you are an advocate, policymaker, or member of the electric vehicle (EV) industry, 2025 brought twists, turns, and complications for transportation electrification. On the positive side, we saw record third-quarter sales, nearly 1.3 million EVs sold overall, continued improvements in vehicle and charging technology, and strong indicators of consumer interest. Unfortunately, the end of federal tax credits, the termination or slowing of obligated funds’ disbursement, and the revocation of critical standards have created significant market uncertainty, with forecasts now predicting flat or declining sales in 2026. Contrast that to continued global momentum, which shows that the question around EVs remains when, not if, electrification will become dominant. But we have work to do in the United States.
The EC continues to be uniquely positioned to drive impact, but it will require incredible focus on sustaining the momentum, shifting the narrative for EVs, and building a more durable advocacy effort that supports renewed U.S. ambition in the coming years. For more than 15 years, our mission has focused on the economic and national security implications of U.S. oil dependence for transportation. EVs remain the most scalable alternative for diversifying how we power transportation, and our strong network—spanning experts, fleets, ports, utilities, agencies, and businesses—positions us to deliver pragmatic solutions while building bipartisan support. None of this work would be possible without the generous support of our funders.
Despite setbacks, there are promising signals. Companies continue investing in new and more affordable models, communities are expanding charging infrastructure, and states and cities are stepping in to fill gaps left by federal rollbacks.
To meet the challenges of 2026, we will work to shift the EV narrative so it resonates with the broadest possible audience—and, maybe more importantly, to develop credible messengers that will resonate with both sides of the aisle. This includes emphasizing the “ABCs of EVs”—how they are more affordable, better, and more convenient—to highlight the broad benefits of electrification while reducing political division. We are also leveraging the buying power of fleets, supporting the development of revenue-generating programs and local incentives, and depoliticizing EVs through sophisticated engagements with center and center-right leaders.
This is a challenging moment. But, as in many moments in history, we’ve come too far to give up, and the U.S. market is too important to the future of transportation. We are creating opportunities in 2026 and beyond to rebuild the momentum, advance bipartisan coalitions, and help communities and industries realize the benefits of this transition.

Electrifying transportation for our economic and national security
The Electrification Coalition is a nonpartisan, nonprofit organization that works to accelerate the widespread adoption of light-, medium-, and heavy-duty EVs to overcome the economic, public health, and national security challenges that have long stemmed from America’s dependence on oil.
At a time when global competition has intensified and national and economic security have become critical issues for both sides of the aisle, our mission matters more than ever. The EC’s work is shaping not only our economic future but the security and resilience of generations to come.

Meaningful Federal Policy Wins
Despite the elimination of the tax credits for vehicles and significant cuts to federal funding, the EC secured meaningful wins.
Successfully opposed the House Committee on Transportation & Infrastructure’s proposal to introduce a new $250 annual registration tax on EVs through the One Big Beautiful Bill Act.
Prevented Senate efforts to cancel the United States Postal Service (USPS) fleet electrification plans, protecting one of the nation’s largest public fleet transitions.
Successfully reformed National Electric Vehicle Infrastructure (NEVI) interim final guidance through submitted recommendations.

STORY OF IMPACT
EC Protects Consumers from High EV Fees in Pennsylvania
In May, Pennsylvania introduced a bill calling for a $450 yearly EV registration fee; upon introduction, EC staff held meetings with members of the House Appropriations Committee to educate them on transportation and road use funding, and at which levels fees became punitive for EV drivers.
As a result, the bill’s EV fee was reduced to$125 beginning in 2025, with moderate increases in future years.

Combating Misinformation
From September through November 2024, the EC conducted a physical and digital ad campaign that utilized EV jobs and investment data and aimed to encourage Congress to support EV-friendly policies, highlight the positive impact of EVs on the U.S. economy, and counteract widespread misinformation about EVs. The campaign generated over three million impressions and thousands of clicks online, and included billboards in the critical states of Georgia, Michigan, Nevada, and Pennsylvania.

Congressional Briefing Highlights EV Incentives as Key to U.S. Competitiveness
On April 11, the EC and the Alliance for Automotive Innovation hosted a briefing for representatives from 30 congressional offices on the urgent need to preserve federal EV tax credits. The discussion emphasized their role in protecting U.S. economic and national security and maintaining global competitiveness against China. Industry leaders from Honda, Samsung SDI America, Mich Auto/Detroit Regional Chamber, and Dunne Insights reinforced broad private-sector support for these policies.

Regulatory Commission Engagement
As AI-driven load growth and broader electrification increase pressure on the grid, EVs can provide predictable, flexible, off-peak demand that spreads fixed utility costs and reduces upward pressure on rates. Realizing these benefits requires intentional planning by utilities and public service commissions, many of which are still early in this work.
To accelerate progress, the EC delivered education, analysis, and advocacy across key utility processes, including integrated resource plans, transportation electrification plans, managed charging strategies, and make-ready programs, in Georgia, Pennsylvania, Virginia, and other states. In 2026, we will deepen this engagement to help utilities and commissions integrate EVs into planning in ways that expand charging access, strengthen grid reliability, and keep electricity affordable for all customers.

In 2025, the EC led a concerted effort to shift the national narrative away from climate framing and toward the strategic imperatives of maintaining U.S. leadership in automotive manufacturing and securing supply chains. Through industry partnerships, high-credibility spokespeople, and targeted outreach, the EC helped reposition EVs as a cornerstone of U.S. economic strength and national resilience.

National Media Campaign Highlights EV Industry’s Economic Impact
Throughout the summer, the EC executed a multi-state media campaign spotlighting the EV industry’s critical role in strengthening U.S. economic competitiveness and national security. Through press events in Nevada, Georgia, North Carolina, and Indiana, the campaign generated coverage across 12 television and print outlets, reaching audiences in key manufacturing and political battleground states.
Complementing earned media, the EC deployed targeted paid media campaigns highlighting the economic benefits of EVs, featuring trusted voices from the EC’s Veterans for EVs program to reinforce the national security and workforce case for transportation electrification.

Electrification Coalition Business Council
The Electrification Coalition Business Council (ECBC) continues to convene a solutions-oriented community of companies advancing transportation electrification through policy engagement, events, aggregated purchasing opportunities, and peer learning, an especially critical role amid ongoing market headwinds.
In 2025, the ECBC expanded its membership and deepened engagement across automakers, suppliers, charging providers, and fleet operators, with new members including Wex, Scout Motors, and SQM joining nearly two dozen companies working together to advance EV deployment and support effective policy implementation nationwide.

State Fleet Electrification Cohort
New York and Missouri joined the EC’s State Fleet Electrification Cohort, bringing the total number of participants to 99 state agency officials from 20 states. The group meets regularly to discuss fleet electrification challenges, EV charging infrastructure procurement, and updates to federal policy. Six of these states have now used the EC’s DRVE Tool to analyze the total cost of ownership for their fleet vehicles and identify opportunities to save funds by switching to EVs.
In 2025, the EC’s Veterans for EVs initiative mobilized veterans concerned with national and energy security to protect domestic advanced manufacturing incentives, using coordinated advocacy efforts such as direct outreach to Congresspeople and the placement of op-eds and letters to the editor in local newspapers nationwide.
On November 20, the initiative hosted a webinar to examine how Chinese control over lithium, cobalt, and rare earth minerals creates vulnerabilities for both our defense capabilities and competitiveness in the global auto market.

The EC collaborated closely with the City of Atlanta on several EV policy and implementation projects, including the creation of Atlanta’s Zero-Emission Vehicle Plan, EV Readiness Workbook, and 2025 EV Readiness Ordinance, which won Electric Innovation’s NYC Climate Week Policy Innovation Award and cash prize.

We revamped and relaunched the EV Purchasing Collaborative as DriveEVFleets.org: a turnkey, one-stop, online procurement platform to reduce the difficulty and cost of securing EVs and the supporting infrastructure for public fleets. The relaunch improves user experience and navigation while also expanding vehicle offerings, charging services, and financing options.

The EC also manages evPORT.org, a procurement portal that allows port and drayage operators to competitively bid on electric vehicles and port equipment, charging infrastructure, and related services, and provides them with innovative financing options, best practices, and resources about electrification.

NEVI Tracker
We continued to closely monitor developments related to the National Electric Vehicle Infrastructure (NEVI) program, including charging station construction and operations, state project phases, RFP timelines, and award dates. In 2025, following federal actions such as the Federal Highway Administration’s NEVI funding freeze, the EC tracked state NEVI program status through extensive research and DOT one-on-one calls. We also presented our findings to businesses, state agencies, and coalitions, which has been incredibly valuable in their efforts to expand EV charging infrastructure.

Powering Progress: Advancing Transportation Electrification in Rural Southeastern Communities
This guide is a resource for rural Southeast communities that are beginning or continuing their journeys toward widespread adoption of electric vehicles (EVs) and complements our 2022 report, Electric Vehicles in Rural Communities.

This report seeks to share dealerships’ experiences and outlooks on electric vehicles (EVs) by describing key takeaways from interviews Atlas Public Policy conducted with seven dealers across four states. The goal is to understand and identify solutions that could improve both consumer and dealer experiences with EVs.

Advanced Freight Partners Group
In September, we launched the Advanced Freight Partners Group (AFPG), a new industry-driven initiative designed to advance a resilient, efficient, and interconnected freight ecosystem across the trucking, maritime, and rail sectors. The AFPG brings together 45 founding partners, including manufacturers, infrastructure developers, fuel and energy providers, vehicle operators, logistics firms, government agencies, and non-governmental organizations.
The group is focused on strengthening the business case for next-generation freight technologies and infrastructure, including expanded use of electrification and alternative fuels. By uniting leaders across the supply chain, the AFPG is poised to drive meaningful progress in one of the nation’s most complex and high-impact sectors.

Port Electrification
The EC’s Port Electrification Network expanded by 18% in 2025, enabling ports across the country to build relationships and support one another in implementing the EPA’s Clean Ports Program in the face of significant challenges, including frozen funds and the government shutdown.

Electric Freight Dashboard
The Electrification Coalition and Atlas Public Policy prepared an updated version of the Electric Freight Dashboard, adding tracking of state policies that support MHD electrification and an overlay of the National Freight Highway Network that displays key freight hubs, as well as layers for dedicated medium- and heavy-duty (MHD) charging sites and public charging infrastructure capable of accommodating MHD vehicles.

Great Lakes Port Electrification Summit
Our work with the Port Electrification Network led to our hosting the Great Lakes Port Electrification Summit at the Port of Cleveland on September 24, where we convened leaders from industry and ports to coordinate and accelerate the region’s port electrification efforts. The increased awareness, media coverage, new connections, and momentum generated by this helped support the Port of Cleveland’s first Clean Ports Program RFPs for battery-electric reach stackers, EV chargers, and solar panels.

With the abundance of federal funding opportunities available for EVs and charging, navigating the options to find the right fit can feel overwhelming. To simplify this process, the EC created the EV Funding Finder tool to help eligible entities identify the most suitable funding opportunities and access additional resources and technical assistance.

Elective Pay Under the IRA
Under the Inflation Reduction Act (IRA), tax-exempt entities can now receive clean energy-related tax credits through Elective Pay, also called Direct Pay. The EC developed a comprehensive Elective Pay decision tree and annotated tax forms to help these entities navigate the tax credit eligibility and filing process.
The EC developed a comprehensive set of resources to help eligible applicants for the CFI program maximize their chances of securing funding. These resources included community and corridor project eligibility flow charts, application guidance tables, a comparison of program round requirements, and trends and takeaways from each funding round.

In 2024, the EC partnered closely with the City of Atlanta, GA, providing in-depth DRVE analyses for the city’s fleet, advising on updates to its EV Readiness Ordinance, and shaping key elements of its CFI application. As Atlanta continues to make significant strides toward transportation electrification, the EC remains dedicated to supporting its progress into 2025 and beyond.

EC Mobilized 235
Partners in Support of CFI
Following the 2024 election, the EC rapidly mobilized 235 municipal, corporate, and nonprofit partners to sign on to a unified letter to the U.S. Department of Transportation. The letter urged timely announcement of $800 million in second-round awards for the Charging and Fueling Infrastructure (CFI) program before the presidential inauguration.
Its positive reception by agency staff highlighted the EC’s powerful network and the strategic impact of its partnerships across the public and private sectors.

EC as Board Chair
In 2025, the EC welcomed a new board chair with decades of experience at the intersection of policy, politics, and communications, Mitch Bainwol. He previously served as the CEO of the Alliance of Automobile Manufacturers and the Recording Industry Association of America, as well as Ford’s global government affairs officer. Previously, he worked extensively in politics, including the Reagan White House and the Republican National Committee. Mitch’s deep enthusiasm for electric transportation and tremendous insight into D.C. politics are valuable assets as the EC maximizes its influence on EV policy and implementation.
